Translating Community Data into Policy, Program, and Organizational Priorities

DTC conducted an in-depth analysis of the Safe, Seen & Strong Survey, examining recurring community experiences, priority needs, service gaps, emerging concerns, and broader patterns reflected across responses. Rather than treating individual survey answers as isolated data points, DTC analyzed what those findings revealed about the underlying conditions affecting the communities Homecrest serves.

The engagement moved beyond answering the question of what respondents said. DTC examined what the findings meant for Homecrest’s programs, organizational infrastructure, resource allocation, partnerships, staffing, and strategic direction. This gave leadership a stronger evidence base for determining where existing services aligned with community needs, where gaps remained, and where greater organizational attention or investment may be necessary.

The result was a research-to-action framework that connected community voice with institutional decision-making. Homecrest could use the findings not simply as a record of community experiences, but as a tool for determining what the organization should prioritize, strengthen, redesign, or build next.
