Managing a 10 Partner Civic Engagement Coalition That Generated Over 2,500 Neighborhood Votes

As a TRIE Neighborhood Administrator serving Brighton Beach and Coney Island, APNA was responsible for building local partnerships and expanding participation in the Civic Engagement Commission’s The People’s Money participatory budgeting process. The City’s TRIE model specifically relies on neighborhood administrators to build and manage coalitions, conduct community engagement, and increase access to participatory democracy. DTC helped translate those responsibilities into a coordinated multi organization operation involving 10 community partners.

DTC supported the management infrastructure behind the coalition, including partner coordination, strategic meetings, outreach planning, deliverable management, implementation tracking, troubleshooting, communications, and alignment across participating organizations. Rather than having each partner operate independently, DTC helped maintain a shared implementation structure that allowed organizations to coordinate outreach while using their own trusted relationships and community networks to reach residents.

The initiative generated approximately 2,500 neighborhood votes, demonstrating the value of combining grassroots community relationships with strong program management. DTC’s role extended beyond designing a civic engagement strategy to managing the organizational capacity required to execute it across multiple partners. The model connected coalition management, partner accountability, coordinated outreach, community engagement, and program execution, creating an infrastructure capable of delivering civic participation at neighborhood scale.
